Overall Objective of the Position:

This role acts as a liaison between the Board of Directors, through the Chairman, and various departments and committees stemming from the Board. It involves coordinating activities within relevant departments, guiding various services in line with the hospital’s policies.

Key Responsibilities:

    • Develop annual and long-term plans for the hospital, present them to the Board of Directors for approval, and ensure their implementation after approval.

    • Oversee daily administrative operations of the hospital.

    • Plan and execute strategic changes to improve service delivery, subject to Board approval.

    • Supervise internal planning for all health and development programs, as well as financial and administrative planning.

    • Submit periodic administrative and financial reports, along with recommendations on the hospital’s progress, to the Board during its regular meetings.

    • Ensure that all departments, sections, and staff operate efficiently and professionally, and manage inter-departmental relations.

    • Monitor and oversee all hospital activities to ensure proper operation according to legal and procedural standards.

    • Oversee the planning and implementation of all programs and projects within the hospital and lead the follow-up and evaluation process.

    • Monitor and guide department and section managers in evaluating the performance of the hospital’s executive staff under their supervision, ensuring tasks and responsibilities are met to achieve the hospital’s goals in alignment with its mission and vision, and provide technical support and guidance to improve staff performance.

    • Oversee the management of employees, professionals, administrators, and technicians.

    • Communicate and negotiate with medical and technical staff, as well as external institutions and companies.

    • Review and supervise the development of internal systems and regulations across all hospital departments, including finance, procurement, work procedures, and their ratification by the administrative body to maximize resource utilization and ensure good governance.

    • Stay updated on the latest healthcare systems.

    • Review and supervise the development and approval of the hospital’s organizational structure based on scientific and administrative principles, in full coordination with the Board.

    • Monitor expenditures and propose cost-effective alternatives.

    • Prepare quarterly and annual budgets in coordination with the finance department and provide monthly performance reports.

    • Collect and analyze data for planning and managing projects and systems across all departments.

    • Develop and implement effective policies for all operational procedures.

    • Address potential issues with patients in collaboration with the medical director.

    • Oversee the hospital’s relationships with partners, including writing project proposals and reports, and managing fundraising and support processes for these projects.

    • Ensure the provision of appropriate services, adherence to high quality standards, and effective healthcare service delivery.

    • Submit necessary recommendations to the Board regarding the purchase of equipment and supplies.

Educational Qualification:

    • Master’s degree in Hospital Management or Health Administration (with at least 7 years of experience).

    • If the candidate is a specialist, they must hold a practice license from the Palestinian Ministry of Health.

Professional Experience:

    • Experience in hospital management or administrative affairs of no less than 5 years.

    • Full commitment to the position with an indefinite-term contract.

Skills:

    • Understanding of medical terminology and the hospital industry.

    • Strong grasp of healthcare procedures and regulations.

    • Familiarity with inventory and material management methods.
